Entity in Charge of Maintenance (ECM)
The 4th Railway Package, by the Commission Implementing Regulation (EU) 2019/779, extended the obligation to certify Entities in Charge of Maintenance (ECM) also in the field of traction and passenger vehicles.
The previously applicable Commission Regulation (EU) 445/2011 covering only ECM for freight wagons is no longer applicable. Thus, in the near future, Entities in Charge of Maintenance listed as such in the National Register of Railway Vehicles (NVR) as ECM for at least one railway vehicle (regardless of its type) will be obligated for the construction, implementation and certification of the Maintenance Management System (MMS). Failure to do this obligation will immediately disable vehicles from exploitation by the President of the Office of Rail Transport.
The employees of the Institute of Rail Transport have nearly 10 years of experience in construction i implementation MMS,including based on the criteria of Commission Regulation (EU) 2019/779.
All implemented projects in this area have been successfully completed by obtaining the ECM certificate by the Applicant.
